Cartel and WTO

The price at which the crude oil is selling in the international markets has set the alarm bells ringing. The prime suspect are the OPEC who with their cartelisation have been able to rig the prices as suits their needs. While OPEC maintains that the market is well supplied with oil and the high prices are a result of speculation and geopolitical and natural crises around the world but it yet doesn't explains the fact why has oil reached such a level in such a short time. It looks as if OPEC is trying to find out what is the tolerance level of the world for the prices. USA has cried halt and is bringing a bill to contain the scheming of OPEC, but at the level of WTO, the question arises what one can do?
